i have a tandem sit on top kayak. it is harder to use than a single but it is still pretty easy and fun. it is definitely possible and safe.
A concern,,,Tandem boats are designed for propulsion by two paddlers. If your husband is ‘strong’ he should be able to operate the tandem boat. It will be slow to respond because of its length. He may need a longer paddle to operate easily.
